Keep in mind that a puppy does not have complete control over it's need to potty - the tinier the breed, the more often they have to go. Regular trips to the backyard (or paper if you prefer a paper-trained doggy forever) are extremely necessary within the first two weeks. Don't play or even talk to the pup on these types of outings, he or she is learning that this is the elimination time, not really play time.
Always take the pup to the identical area (using an exercise pen, perhaps, to keep your puppy where he or she is supposed to be) for this purpose. Whenever he or she goes, over praise and/or goodies strengthen his / her behavior - after which he or she can come in and play. If he or she does not go, it's a wise decision to put the pup back in his / her dog crate (cage) for a short time after which try again later.
